This points to two things that I see.

1. Structure, as you describe in the first paragraph, is an obstacle to work done well. Not only does it marginalize purpose and mission, values and relationships, it loses sight of the bigger picture.

2. At the same time, I see what you described people with "experience, mastery and integrity" representing what I see that is largely hidden by structure as "a persistent, residual culture of values that persists because it resides in the relationships of the people."

The old industrial model no longer works. And the attempt to preserve in perpetuity ends up harming or even destroying that which they believe must remain.

For this reason, I see the future hard, yet hopeful.

Great observations Ed, thank you. The sense of people in large organisations seem to be acting in the same way that the English used to (still do in cases) talk to foreigners - in English, slowly and loudly, as though that way they will understand :-)
